It’s definitely an asshole move to park across the road from someone’s driveway in a narrow street, but it’s not illegal.

Most council regulations state that there must be a minimum of 3 meters of road opposite a driveway to ensure safe access.

This is a matter for the local council and not for the police, but it’s a proper dick move.
